Executive Summary of Asset Based Transportation Solutions for Hamilton County
We would use the University of Cincinnati’s new, October 2018, 1819 Innovation Center, a 100,000 sq. ft. state-of-the-art technology building with 12,000 square foot makerspace, shared office spaces, classrooms, huddle rooms, and gathering spaces to provide comprehensive transportation solutions for Hamilton County in the form of a Public-Private Partnership formed by Friends of the African Union called The Queen City Public Private Partnership Transportation Alliance.
We, the CIncinnati Empowerment Corproation and allies would create the Queen City Transportation Alliance as a private entity, at the 1819 Innovation Center. It would create a Public-Private Partnership (P3) called The Queen City Public Private Partnership Transportation Coalition that would deliver a transportation experience that works for the individual user from a flexible set of transportation services in the Cincinnati-Middleton Metropolitan Statistical Area. We do so with the goal to deliver fully functioning inter-model transportation system so Americans can live and thrive with a focus on Hamilton County. Our first step will be focused on a review of the integration of the following transportation solutions into a solution that can be monetarized for Hamilton County's poor:
- Reinventing Metro Report as part of a restructured S.O.R.T.A. in a P3
- The Better Bus Coalition Plan reconsidered as part of a restructured S.O.R.T.A.
- A review of School Transportation for students in Hamilton County
- A review of People with Disabilities Transportation in Hamilton County
- A review of The Streetcar System of Cincinnati: Its Current System and Expansion
- A review of implimentation of the Transit X Plan of the Hamilton County and Beyond
- A review of Self Driving Autonomous Vehicles in Hamilton County
- A report that asks, What is the future of Taxi’s, Uber, Lyft or the like in Hamilton County
- What is smartWISE Transportation options in Hamilton County
- What is the best OKI plan(s) that works for Intermodal Transportation in the region
The Queen City Public Private Partnership Transportation Coalition is to be contractual agreements formed between a public agency such as SORTA and a private sector entity, in this case the newly created Queen City Transportation Alliance that allow for greater private sector participation in the delivery and financing of transportation projects.House Bill 114 allowed the Ohio Department of Transportation (ODOT) to enter agreements with private entities to develop, finance, maintain, and operate transportation infrastructure. In the Ohio Revised Code "Public-private agreement" means the agreement between a private entity and the department that relates to the development, financing, maintenance, or operation of a transportation facility subject to sections 5501.70 to 5501.83 of the Revised Code.
ODOT can solicit proposals for transportation projects from private entities, and in our case the Queen City Transportation Alliance as a private entity can also submit proposals for unsolicited projects. Expanding the private sector role allows ODOT to utilize private sector technical, management and financial resources in new ways to achieve certain public agency objectives such as greater cost and schedule certainty, supplementing in-house staff, innovative technology applications, specialized expertise or access to private capital.
ODOT will use P3s to advance projects that previously would likely be beyond the Department’s ability to pursue through traditional project delivery methods due to magnitude and associated costs. P3 creates a framework that makes these projects possible, accelerates their delivery and brings additional transportation options to the traveling public. P3s provide benefits by allocating the responsibilities to the party - either public or private - that is best positioned to control the activity that will produce the desired result. With P3s, this is accomplished by specifying the roles, risks and rewards contractually, so as to provide incentives for maximum performance and the flexibility necessary to achieve the desired results.According to the state the primary benefits of using P3s to deliver transportation projects include:
- Expedited completion compared to conventional project delivery methodsProject cost savings
- Improved quality and system performance from the use of innovative materials and management techniques
- Substitution of private resources and personnel for constrained public resources
- Access to new sources of private capital
The proposed Transportation P3 would use the 1819 Innovation Center as a place to unleash ideas around comprehensive solutions centered around the city of Cincinnati and Hamilton County. We would base our operations at the 1819 Innovation Center so as to be free from typical institutional and bureaucratic barriers that hinder innovation.
The Queen City Transportation Alliance would use the 1819 Innovation Center state-of-the-art technology and 12,000 square foot makerspace, shared office spaces, classrooms, huddle rooms, and gathering spaces to provide reviews, modeling, simulations and solutions in Transportation for Hamilton County. We would use the rooms presentation screens and AV technologies for large meetings and events along with streaming them worldwide. We propose the P3 affiliate with 1819 Innovation Center. At the 1819 Innovation Center, the Ground Floor is open to students, faculty, staff, and affiliates of the University of Cincinnati. This is how the proposed P3 would start operations with 1819 Innovation Center through students who become a member, are qualified to log in to Blackboard and enroll in use of the 1819 Innovation Center using the keyword ‘1819’.
The P3 would make use of the three classrooms and one multi-use room available for cross-disciplinary UC courses intended to include industry and community. We would take advantage of UC’s model as an urban-centered university with their Venture Lab. The Venture Lab activates, for the University, a high density of rapidly curated startup opportunities that attract outside entrepreneurial talent and investors.
The Queen City Transportation Alliance ideal of a P3 we would engage with UC’s great team of licensing associates early on to see how easy it is or not to move our idea into a product or service via startup or license. What we don’t know, UC can help with. To accomplish our mission the P3 would take advantage of the UC mission of identifying commercializable ideas, investable startup opportunities and licensable intellectual property, in this case a integrated multimode transportation system that includes the Transit X Option with the Office of Innovation’s Venture Lab and Tech Transfer teams that wants to hear more about our ideas earlier.
